Order in Council for the purpose of making them eligible for registration in Hong Kong by the grant of emergency degrees, since they will be needed to practice there at the earliest possible moment after a British Military Government is established, which it is hoped will be by the end of next week.

4. The position in regard to the Straits Settlements is given in CA,P.65 of the S.S. Laws (volume herewith). Paragraph 12 (1) (a) of that Ordinance states that the holder of any British, Colonial, Foreign etc. degrees specified by an Order of the Governor in Council shall be entitled to registration in the Straits Settlements. Mr. Hastings has been unable to discover the relevant Order in Council and is of the opinion that there never was any occasion to make one, since under paragraph 12 (1)(b) the holder of any" degree, diploma or licence in medicine of any Medical School

recognised as entitling to registration by the General Council of Medical Education and Registration" of the United Kingdom is entitled to registration. I understand it, Mr. Hastings' view is that as the medical degrees of Hong Kong University are recognised as entitling to registration, although the particular emergency degrees to be granted by the proposed Order in Council will not entitle to registration, the holders of such degrees will, nevertheless, be entitled to registration in the Straits Settlements.
